I am saying that the present UK tariff of 16 years minimum provides adequate protection for the public, and is not an attractive alternative to liberty.
I agree, as I said a family member works for the Probation Service and I am studying law now and it has completely changed my perspective of crime/criminals.
It is such a shame that the media/tabloids still thinks all criminals are inherently evil and spreads rubbish and incorrect headlines like "Europe says rapists must have vote" (prisoners votes recently).
Anyway, life sentance guidlines were reviewed in 2003 and they are currently as follows-
Whole life - two or more people killed and-
a substantial degree of premeditation or planning,
the abduction of the victim, or
sexual or sadistic conduct,
the murder of a child if involving the abduction of the child or sexual or sadistic motivation,
a murder done for the purpose of advancing a political, religious or ideological cause, or
a murder by an offender previously convicted of murder
30 year minimum - where the offence involves-
the murder of a police officer or prison officer in the course of his duty,
a murder involving the use of a firearm or explosive,
a murder done for gain (in furtherance of robbery or burglary...),
a murder intended to obstruct or interfere with the course of justice,
a murder involving sexual or sadistic conduct,
the murder of two or more persons,
a murder that is racially or religiously aggravated or aggravated by sexual orientation, or
15 year minimum - applies to any murder not covered by another category
12 year minimum - applies to any murder committed by someone under the age of 18 (EDITED)
These are guidelines, but Judges must justify deviating from them.
Remember, these are minimum terms, all murders get a life sentence. It doesn't mean people will be released after the minimum term. As I said above, most murders in the UK did not intend to kill someone, that is not necessary for conviction here, only intent to cause GBH.

When you take forever to get the phone on VZW you should expect people to take their time switching.
First, you've let Android have all that time to get a following because it's the only alternative for the lack of an iPhone. Those people have also bought apps that they now enjoy and would have to re-purchase on the iPhone. This happens with video game systems as well.
Second, people are in 2yr contracts. There are very few people who are willing to pay more for a phone they can buy 4 months later at half price on top of the termination fee.
Third, not that many people hate AT&T it's just the handful of VZW fans that make it look that way.
And finally you have the reporting and reviews. All the reports I saw were telling VZW people and potential switchers to hold off on getting the iPhone 4. No 4G, no white and still had the questionable signal issues. The "iPhone 5" was supposed to come out mid to late summer so people were concerned Apple would sell them a phone and then jump up 6 months later with the newer, thiner, better version and leave folks hanging.
People are paying attention to these reports and that's why I feel the numbers were low.

I would restore it, jailbreak with greenpoison, download the firmware you are using from http://www.felixbruns.de/iPod/firmware/ to use in redsnow and just install cydia only.

I used to have the iPhone but I switched to Verizon when the iPhone 4 came out--didn't care for its hardware design, or for the dropped calls on AT&T. I've stayed away from the iPhone since its release on Verizon, too; I still don't care for the hardware design. We'll see what happens with iPhone 5, I guess.

Your Missing the point, it is a complete waste for apple to release this phone in this color.
#1 - it has taken them almost a year to work out the paint issues with this thing meaning that they have been putting R&D money effertlessly into a phone color, all for what?
#2 - If you are the few that dont have a cover of a "bumper" for your phone, then you will get to show off your cool new white phone which will take on every scratch and every dirt stain you can imagine.
#3 - If they have worked so long and hard on this new color, to mass produce it and ship it all over the world, just before they are going to release a new product, within 6 months (approximately) dont you think they would just for go the ip4 white and just apply it to the IP5 and get prepared for that?
#4 - WHO CARES, who literally waited this long for the white Iphone? honestly who in their right minds would have held out to wait for this phone. If someone was going to get an Iphone I dont think the lack of color selection was a deterrent.
What a waste of money, time and hype... this is honestly one of the worst ideas apple has had, or do they actually just have so much money they can afford a huge bill for a product that was either going to be purchased or not regardless of the color.

You do know scratches are less visible on white also. It is the same glass as the black iPhone so im not sure what you are getting at with the stain remark.
